America’s Broadband Connectivity Plan was developed by six companies—AT&T, CenturyLink, FairPoint, Frontier, Verizon and Windstream. These companies collectively serve the vast majority of U.S. telecommunications customers, including those residing in high-cost rural areas. Those high-cost rural areas are the primary focus of Universal Service Fund support.
